hello, for WU if you have a WU agent near you then you can receive a transfer without problems, for bank transfers can take some days in your country

depends of your bank, pm me the bank name and country

Could you send transfers to a legit paypal acct for the same btc transfer rates?

currently i don't do paypal transfers, only western union and bank transfer, which is better than paypal transfer, trust me on this, if i was you, don't risk yourself for a paypal transfer, you will have legal problems with them if you expose your real details, because yes, it's not hard to receive a carded paypal transfer but you need a drop bank without exposing your details, for example. my wu and bank transfer method it's better because i don't send carded transfers and it's more safe than a paypal transfer, that's why i still doing this since long time
