Can you use cloned cards at an atm?

Just curious if you clone a card, can you use it an atm to withdraw the credit cards limit? I know most cc's don't come with a pin, and do you have to have a chip in the card or what? Preciate the help!

Can I use a USA dump in Asia? If I have got my information right? As I read on the internet that the bank simply declines the transaction it if it sees activity in some other country..!! What type of dump should I get to use a USA card in Asia ?

So basically what you are telling is that I cannot use a USA dump card here in Asia at any cost
