Or if you have a drop you can have Payoneer mail the Payoneer Debit Card, and you can just head over to an ATM and get your cash.

Why create a shop if you can just email a payment request through 'Receive -> Request a Payment' on the Payoneer website itself? You can just open up the payment request email and use fullz, can't you? It would have to be a separate fullz to your payoneer account though, as the platform doesn't allow you to pay yourself.

Or is there some kind of extra verification required that wouldn't allow this to work?

How long does it take fo the 2checkout funds to be deposited and withdrawalable from the payoneer account, via ATM?
