I have a PayPal template I can email people, but I’m interested in collecting their info. I know you need to have a host domain to have up and running for them to click it? But what else?

U doin it d wrong way. Open a spammers topic we discuss indept into spamming

Let me give a little info. Get u own cloud, deploy ur cpanel in there. Or get a whm full licensed package. Upload ur phis there. Don't buy share hostin or u get burnt up easily. U can buy a hacked cpanel or shell- depending on ur plans and budject but it can burn up easily too. Best is get ur own cloud.
